IPL founder Lalit Modi has criticised the Board of Control for Cricket in India (BCCI) and the IPL governing council for imposing only a fine on Rajasthan Royals team manager Romi Bhinder for a protocol breach, saying a stricter punishment was needed.
Modi questioned the decision after the BCCI fined Bhinder Rs 1 lakh for using a mobile phone in the dugout, which is a violation of the Players and Match Officials Area (PMOA) rules.

“Why fine only. Should be banned – zero tolerance is the only mantra. This shows the BCCI and ipl governing council not ready to be zero tolerance administration. They are always protecting someone or something. Shut him down guys. Only way to get a message to one and all,” Modi posted on X.
The incident took place during the IPL match between Rajasthan Royals and Royal Challengers Bengaluru in Guwahati on April 10.
BCCI secretary Devajit Saikia confirmed that Bhinder was fined and warned after the board’s Anti-Corruption Unit, led by Sharad Kumar, reviewed his response to a showcause notice.
“The team led by Sharad Kumar examined Bhinder’s response and found him guilty. His response to the notice was unsatisfactory.
“He was found guilty of breaching the protocol. As it is a first time offence, a one lakh fine has been imposed and a warning has been issued,” said Saikia.
The IPL also said that Bhinder accepted the lapse.
“Acknowledging the lapse, Mr. Bhinder admitted to the offence and offered an unconditional apology,” read the statement.
Bhinder was seen using his smartphone in the dugout during the match, with young player Vaibhav Sooryavanshi sitting beside him. According to reports, Bhinder has been dealing with health issues and has difficulty walking long distances and climbing stairs.
“Using phone in the dugout is a strict no no and being part of the IPL for long, I am sure Bhinder was aware of it. It could have happened inadvertently as well but the BCCI has dealt with the issue appropriately,” a source was quoted as saying by PTI.
As per PMOA rules, mobile phones and communication devices are not allowed in the dugout. They are permitted only in the dressing room under specific conditions. Players and support staff are required to deposit their devices with the team security liaison officer on arrival.
