A heated exchange between Haryana Minister Anil Vij and a senior woman police officer unfolded in front of the camera on Friday after she refused to suspend a junior cop as per his orders in a land-related case. Vij, who holds the energy, labour and transport departments, directed Kaithal District Superintendent of Police Upasana to suspend an assistant sub-inspector during a grievance redressal committee meeting that he chaired. However, the senior cop declined, saying that she lacked the jurisdiction to carry out the order. Vij, as a result, became furious and said, “Mera order sare Haryana mein chalta hai. (My order is followed in the entire Haryana).”

During the meeting, Vij asked DSP Upasana to suspend the ASI in connection with allegations levelled against the junior cop by a Kaithal resident in the land-related case. The IPS officer said that she couldn’t follow the orders since the ASI belonged to a neighbouring district, and she lacked the jurisdiction to suspend him.
“I don’t have the power to suspend him. The suspension order in this case can be issued by the Kurukshetra SP,” the DSP said.
To this, the Minister, who was visibly angry, sternly asked the woman IPS officer to “get up and leave the room”.
“In every work, you do like this. I am ordering you that he should be suspended. You write to the DGP…I am telling you, you only have to execute my order,” Vij told DSP Upasana.
Vij then asked the senior cop to write his orders and convey the same to the DGP concerned, to which DSP Upasana agreed.
“You only have to write to the DGP stating that I have given the order in the grievances redressal meeting to suspend him (the ASI),” he asked. The DSP replied, “I can write this…But I cannot suspend (the ASI).”
The complainant in the matter, who was present at the meeting, also took a shot at the woman IPS officer, saying, “Madam, every time you do like this.”
As the tense exchange continued, Kaithal Deputy Commissioner Aparajita stepped in and explained that the DSP was only saying she doesn’t have the powers to suspend the assistant sub-inspector.
“You write to the DGP that he (the ASI) should be suspended…I will see who doesn’t listen (to the order),” Vij said, pointing at DSP Upasana.
Vij, who is known to speak his mind, also engaged in a similar tense exchange with another police officer in November last year in connection with a fraud case. Incidentally, DSP Upasana was present at that grievance redressal meeting as well. The other police officer had allegedly ignored the Minister’s directive in the matter. Vij had claimed that the cop was avoiding his orders to register a zero FIR in the case. A video of the incident showed DSP Upasana trying to intervene in the matter by providing the police version, but Vij told her that the police were not doing their job properly.
A decade before, when Vij was the then Health Minister in Haryana, he had stormed out of a grievances redressal committee meeting after a woman IPS officer rejected his order to leave the venue following a heated exchange with the BJP leader. The Minister was enraged at her for allegedly shouting at a complainant who complained to Vij about an issue.
